| Summary, etc. | Cet article compare les pratiques de surveillance bancaire dans l’Italie du XIXe siècle en se concentrant sur les trois principales banques d’émission du pays. Il souligne en particulier l’importance du contexte politique, dans lequel s’exerçait la surveillance, ainsi que la nature des banques surveillées. Du point de vue historique, l’Italie du Sud était dominée par des banques publiques dont la surveillance alternait entre un modèle où les autorités centrales et locales s’équilibraient et un autre où le gouvernement absolutiste, qui devait compenser le manque de mécanismes de contrôle de son administration par une réputation de gestion compétente, était en même temps le dirigeant et le surveillant des banques. À certains égards, l’unification italienne intensifia les défis de la surveillance dans le Sud, car celle-ci était souvent entravée par des jeux politiques entre le gouvernement et les gouvernements régionaux qui exploitaient la rhétorique de la division entre le nord et sud du pays. Dans le Royaume de Sardaigne, dans le nord d’Italie, et puis dans l’Italie unie, le cadre de surveillance pour les banques d’émission privées s’avéra mieux clairement défini, tandis que le contrôle effectif s’exerçait à travers une variété de voies formelles et informelles dans un contexte de pluralisme constitutionnel. | Summary, etc. | In this article I compare supervisory practices in nineteenth-century Italy by focussing on the country’s three main banks of issue. By doing so, I stress the importance of the political context in which banking supervision took place as well as the nature of the banks supervised. Historically, Southern Italy was dominated by public banking, whose supervision alternated between a model in which central and local authorities counterbalanced each other, and one in which an absolute government was both manager and supervisor – forcing it to compensate for its lack of accountability by building a reputation for competent management. In some respects, supervisory challenges in the South increased after Italian unification, as supervision was often hindered by political games between state and regional governments who weaponised a divisive North-South rhetoric. In the northern kingdom of Piedmont-Sardinia, and later in unified Italy, the supervisory framework for private banks of issue was more neatly defined, while actual supervision was exercised through a variety of formal and informal channels within a pluralist, constitutional setting. The actual quality of supervision, however, both before and after unification, was the result of a delicate balance between the economic interests of shareholders and even single directors, and the authority of a government dependent on bank credit.
