| Summary, etc. | L’article analyse les représentations et pratiques qui président au projet d’État plateforme, en vogue en France entre 2014 et 2019. Ce projet recouvre plusieurs composantes : le rééquilibrage de l’ open data de la transparence vers l’innovation, le rêve – déçu – de voir des startups spontanément proposer des services administratifs et, surtout, une pratique alternative pour l’informatique autour de microprojets portés par les « startups d’État » et autour de dispositifs légers d’échange de données (API). La mise à l’écart de la notion traduit un retour à des formes plus classiques de standardisation des projets informatiques. « État plateforme » peut être considéré comme une tentative de renouveler l’approche de l’innovation et de la gestion dans l’administration, tentative qui fait écho à l’introduction du « digital » dans les entreprises privées. |

| Summary, etc. | An innovative “government as a platform” pilot program was implemented in France between 2014 and 2019. The article analyses the principles on which it was built and the program’s outputs. The program included three components; open data platform, a call for open innovation based on the open data and intrapreneurial “state’s startups” that led micro IT projects with application programming interfaces (API) and agile methods (Scrum). The “government as a platform” was interrupted, leading to a return to more traditional forms of standardization of IT projects. In fact the short-lived “government as a platform”, a new approach to innovation and management in the administration, echoes the introduction of the “digital” in private companies. |
