Mais cette institutionnalisation de la participation citoyenne dans l’action publique environnementale s’opère en trompe-l’œil : elle vise moins à renforcer la démocratie environnementale qu’à gouverner la transition écologique par la responsabilisation et la mobilisation d’écocitoyen·nes. La participation citoyenne suit une trajectoire de dépolitisation, elle se diffuse avant tout comme instrument de l’État mobilisateur. Elle change alors de logique : il ne s’agit plus de participer à la discussion sur les principes d’actions, mais de participer à l’exécution de l’action publique. |

However, this institutionalization of citizen participation in environmental public action is deceptive: it aims less at strengthening environmental democracy than at governing the ecological transition through the empowerment and mobilization of eco-citizens. Citizen participation follows a trajectory of depoliticization, it is being disseminated above all as an instrument of the “mobilizing State”.
