| Summary, etc. | Le Secrétariat général du Conseil de l’Union européenne fait l’objet d’une véritable cécité académique. Pourtant, il se situe au cœur de l’échiquier politique puisqu’il est non seulement l’administration du Conseil de l’Union, mais également celle du Conseil européen et de son président permanent. Le présent article explore le double contexte des réformes politiques et administratives qui traversent le Secrétariat. De quelle manière ces réformes successives modifient-elles l’espace du Conseil ? Comment s’insèrent-elles dans les transformations plus générales du champ bureaucratique européen ? Pour répondre à ces questions, ce travail analyse le Secrétariat général à travers le prisme de sa dynamique historique de long terme et de celui de ses perceptions par les fonctionnaires. L’article révèle que les transformations institutionnelles du Conseil se sont accompagnées de changements administratifs au départ graduels et relativement autonomes. Ces derniers ont fini par devenir radicaux et systémiques lors du tournant néomanagérial qui a imprégné l’ensemble de la fonction publique européenne dans les années 2000. S’appuyant sur un travail d’archives et sur des entretiens menés avec des fonctionnaires du Conseil, le présent travail entend dès lors éclairer d’une lumière plus vive les liens existants entre les transformations politiques, administratives et sociologiques qui caractérisent le Secrétariat général et le champ bureaucratique européen depuis une vingtaine d’années. |

| Summary, etc. | – Research on the General Secretariat of the Council suffers from academic blindness. Yet, it occupies a central position within the EU political landscape since it acts not only as the secretariat of the Council of the Union, but also as the secretariat of the European Council and its permanent president. This article aims to explore the dual context of political and administrative reforms taking place within the Secretariat. How do successive reforms, both institutional and administrative, impact the Council’s administration? How do they fit into broader transformations of the bureaucratic field at the European level? This paper will examine these questions by analyzing the Secretariat both through its long-term historical dynamics and the perceptions of its civil servants. The paper reveals that the institutional transformations of the Council were accompanied by administrative changes that were initially gradual and relatively autonomous. However, the latter eventually became radical and systemic within the General Secretariat due to the neo-managerial turn of EU administrations from the 2000s onwards. Based on archival work and interviews with Council officials, the present study sheds more light on the links between the political, administrative and sociological transformations that permeate the General Secretariat and the European bureaucratic field over the last twenty years. |
