Summary, etc. | With police organisations traditionally dominated by a high degree of autonomy for the officers closest to the field, line managers felt they had little contact with real-life situations. As a result, they promoted reforms that sought to strengthen command control over officers. The result is a contrasting situation, in which hierarchical power has certainly increased, but at the same time has sharply reduced the business logic and autonomy of those involved. This trend is accompanied by a high level of disinvestment on the part of employees, making organisations less efficient and, ultimately, less governable. |

Summary, etc. | Face à des organisations policières où, traditionnellement, dominait une grande autonomie des agents les plus proches du terrain, les responsables hiérarchiques se sentaient peu en prise avec les réalités concrètes. Ils ont alors promu des réformes qui ont cherché à favoriser une maîtrise renforcée du commandement sur les agents. Il en ressort une situation contrastée où ce pouvoir hiérarchique s’est certes accru, mais en réduisant fortement les logiques de métier et l’autonomie des acteurs. Ce mouvement s’accompagne d’un fort désinvestissement de ces derniers, qui rend les organisations moins efficaces et, finalement, moins gouvernables. |
