Pourtant l’omnipotence n’a qu’un temps et les peuples peuvent vouloir abattre les pouvoirs en place lorsqu’ils se rendent compte qu’ils se sentent piégés par les dominants et qu’ils ont collaboré à leur propre servitude. |

| Summary, etc. | The government of modern States Summary — The author shows that modern States, which are effectively a product of the power attributed to the leader of the hoard, are able to subject to their authority the majority of their citizens, whose aim is to have as quiet a life as possible. Omnipotence only lasts for a limited time however, in so far as when these citizens become aware of being trapped by a dominant power that has contributed to enslaving them, they subsequently seek to destroy the latter. |
