| Summary, etc. | Cet article s’intéresse aux modalités concrètes du gouvernement par régime de standardisation tripartite. Cette forme de régulation alliant standards volontaires, certification et accréditation est de plus en plus utilisée dans de nombreux domaines de l’activité économique. À partir du cas de l’agriculture biologique, pour laquelle la certification par tierce partie accréditée a été imposée par l’Union européenne à partir des années 1990, nous montrons que cette régulation repose en réalité sur une imbrication de marchés, dont nous explorons les caractéristiques et les effets. Les marchés des produits biologiques sont étroitement imbriqués dans trois marchés de services (le marché des standards, de la certification, et de l’accréditation), dont les dynamiques concurrentielles expliquent la trajectoire d’européanisation puis de globalisation du secteur. Nous soulignons aussi les limites de ce mode de régulation, dans lequel le contrôlé paie le contrôleur et qui fait peser l’essentiel du coût et des contraintes du contrôle sur les agriculteurs. Ces limites génèrent des critiques croissantes au sein du mouvement pour l’agriculture biologique, certains acteurs proposant de revenir aux formes participatives de contrôle non marchand forgées par les militants initiaux. |

| Summary, etc. | Behind the Scenes of the Quality Labels: Tripartite Regulation and Nested Markets From the Europeanization to the Globalization of Organic Agriculture This paper focuses on the actual conditions of government by tripartite standardization. This form of regulation combining voluntary standards, certification and accreditation is increasingly used in many areas of economic activity. Taking the case of organic farming, for which accredited third-party certification was imposed by the European Union from the 1990s, we show that this form of regulation is in fact based on an overlapping of markets, whose characteristics and effects are explored in this paper. The market for organic products is closely intertwined with three markets in services (the markets for standards, certification, and accreditation), whose competitive dynamics explain the path of Europeanisation and globalization taken by the sector. We also point out the limits of this mode of regulation, in which the regulated pay the regulator and which places the bulk of the cost and the constraints of regulation on farmers. These limits have generated increasing criticism within the organic food movement, with some actors proposing to return to the participatory forms of non-market regulation forged by its early activists. |

| Summary, etc. | Este artículo vierte sobre las modalidades concretas de la gobernación mediante un régimen de estandardización tripartita. Esta forma de regulación mezcla normas voluntarias, certificación y acreditación, y se usa en cada vez más numerosas ramas de la actividad económica. Partiendo del caso de la agricultura ecológica, para la cual la Unión europea impuso la certificación por un organismo neutral ya en los años 1990, demostramos que dicha regulación está basada en realidad en una imbricación de los mercados, cuyas características y efectos detallamos. Los mercados de los productos ecológicos tienen vínculos estrechos con tres mercados de servicios (el de las normas, el de la certificación y el de la acreditación), cuyas dinámicas de competencia explican la trayectoria de europeización y luego de globalización del sector. También señalamos los límites de este modo de regulación en el que al que controla, le paga aquel a quien controla, y donde la mayor parte del coste y de las obligaciones del control recae en los agricultores. Estos límites generan crecientes críticas en el seno del movimiento de la agricultura ecológica, hasta tal punto que algunos actores proponen un regreso a las formas participativas, y no comerciales, de control, tal y como las elaboraron los primeros militantes en su época. |

| Summary, etc. | Dieser Artikel befasst sich mit den konkreten Regierungsmodalitäten mittels einer dreiseitigen Standardisierungsregelung. Diese Regulierungsart durch freiwillige Standardisierung, Zertifizierung und Akkreditierung wird immer häufiger in vielen Wirtschaftssparten angewendet. Am Fall der biologischen Landwirtschaft, für die die Europäische Union ab den 90iger Jahren die Zertifizierung durch einen akkreditierten Dritten auferlegt hat, zeigen wir, dass diese Regulierung in Wirklichkeit auf der Verknüpfung der Märkte beruht, deren Eigenschaften und Auswirkungen wir untersuchen. Die Märkte der biologischen Produkte sind eng mit drei Dienstleistungsmärkten verknüpft (die Märkte für Standardisierung, Zertifizierung und Akkreditierung), deren Wettbewerbsdynamik die europäische Ausweitung und schließlich die Globalisierung des Sektors erklären. Wir unterstreichen auch die Grenzen dieser Regulierungsart, in der der Kontrollierte den Kontrolleur bezahlt und deren wesentliche Kosten und Kontrollzwänge vorwiegend auf den Bauern lasten. Diese Grenzen rufen immer stärkere Kritik innerhalb der Biobewegung hervor; bestimmte Akteuren schlagen die Rückkehr zu partizipativen Formen nicht kommerzieller Kontrollen vor, wie sie in den Anfängen der Bewegung vorlagen. |
