| Summary, etc. | L’objectif de cet article est de revenir sur la construction du secteur de l’assurance maladie complémentaire en France au début des années 1980, et notamment sur le débat qui a opposé, au sein du ministère des Affaires sociales, les partisans d’un monopole mutualiste à ceux favorables au respect des règles de la concurrence dans ce domaine. La réflexion qui se développe à l’époque est très importante dans la mesure où elle s’inscrit plus généralement dans les termes des débats qui opposent à l’époque les partisans d’une intervention publique à ceux qui militent pour la généralisation de la concurrence dans l’ensemble des secteurs de la société. |

| Summary, etc. | The aim of this article is to go back over the construction of the supplementary health insurance sector in France in the early 1980s and in particular the debate within the Ministry of Social Affairs between those in favor of a mutualist monopoly and those in favor of compliance with competition rules in this area. The thinking that was developing at the time is very important insofar as it is more generally in line with the terms of the debates that were then taking place between those in favor of public intervention and those who were campaigning for the generalization of competition in all sectors of society. |
