| Summary, etc. | Ce texte examine le lien entre la réparation et la réconciliation au Rwanda dans la période post-génocide. Il est basé sur les matériaux collectés au moyen de documents, d’entretiens et de séminaires, et se focalise sur les points de vue des rescapés du génocide des Tutsi. Les résultats de l’étude révèlent un décalage important entre les réparations fournies et les attentes des rescapés. Les survivants expriment, de manière répétée, leurs frustrations au sujet des demandes de réparation qui sont restées infructueuses. Ces frustrations sont amplifiées par une exécution inefficace des jugements, portant sur la restitution des biens pillés et/ou des propriétés endommagées pendant le génocide des Tutsi, prononcés par les tribunaux gacaca. L’effet cumulé de cette situation est une perception largement partagée parmi les rescapés que le processus de réconciliation est déséquilibré, dans la mesure où l’un de ces ingrédients les plus importants, à savoir la réparation, est restée superficielle. Les résultats de l’étude montrent que le gouvernement n’est pas en mesure de répondre à toutes les attentes de réparation, étant donné la complexité du contexte post-génocide. L’absence d’une communication transparente autour de la question de réparation n’est pas de nature à arranger la situation. Elle participe, bien au contraire, à nourrir l’exaspération, laquelle, en retour, ne manque pas d’affecter les efforts de réhabilitation des relations sociales. |

| Summary, etc. | This chapter discusses the linkage between reparation measures and reconciliation in post-genocide Rwanda. The study draws on materials from desk review, interviews and different workshops and concentrates on perspectives of genocide survivors. Findings point to significant discrepancy between provided forms of reparation and expectations from survivors. Survivors repeatedly express frustrations resulting from unaddressed reparation claims. Failure to implement property related Gacaca courts decisions has further amplified these frustrations. The effect is a widely shared perception among genocide survivors that the reconciliation process is unbalanced in that one of its core ingredients, namely reparation, has remained superficial. The findings further indicate that more than material reparation is needed, including an official statement by competent authorities, that the government is not capable of addressing all reparation expectations given the complexities of the post-genocide context. The absence of transparent communication around the issue of reparation participates in complexifying furthermore the issue and in nurturing exasperation, which in turn affects the efforts of rehabilitation of social relationships. |
