| Summary, etc. | RésuméCet article examine l’émergence de nouvelles formes de centralisation dans la conduite de l’action publique à partir d’une enquête sur les politiques « pour l’excellence » dans l’enseignement supérieur et la recherche en France. Discutant conjointement les thèses d’un renforcement du pouvoir exécutif et du « gouvernement à distance », nous montrons comment une élite programmatique sectorielle parvient à défendre une conception de l’« excellence » conforme à un agenda réformateur ancien de regroupement des établissements. Plus que d’un renversement radical du paradigme napoléonien, les politiques « pour l’excellence » semblent participer d’un mouvement graduel de rationalisation dans l’enseignement supérieur et la recherche, qui se caractérise par un renforcement des capacités ministérielles à gouverner le secteur. |

| Summary, etc. | BETWEEN THE “EXECUTIVE SHIFT” AND “STEERING AT A DISTANCE”. THE EMERGENCE OF POLICIES FOR EXCELLENCE IN HIGHER EDUCATION (2009-2012)This paper discusses the emergence of the new attempts at centralization embodied by various public policies in higher education and research, drawing on an analysis of the “policy of excellence” inaugurated by President Nicolas Sarkozy in 2009. Looking at both the argument for strengthening the power of the executive branch and the concept of “steering at a distance” within this policy sector in France, this article demonstrates how a sectorial elite has managed to serve their own agenda by redefining excellence as a project of institutional reform. Rather than radically transforming the traditional Napoleonic paradigm, policies of excellence appear to represent a gradual process of rationalization, characterized by the expansion of regulatory control over the sector. |
