| Summary, etc. | La construction de la démocratie en Afrique connaît de nombreux écueils dont la plupart sont devenus classiques (fraude électorale, élection non exclusive, confiscation et patrimonialisation du pouvoir). Désormais, l’expansion de la menace terroriste dans les États du Sahel (Burkina Faso, Mali, Niger, Tchad) contribue à enrayer des processus déjà fragiles. Comme en témoigne la résurgence des coups d’État depuis 2020 qui ont été bien accueillis par des populations convaincus que seuls les hommes en treillis pouvaient sauvegarder la nation, menacée dans sa survie par la gangrène terroriste. L’armée prend en otage les institutions de la démocratie et sa prise du pouvoir ne comporte pas le gage d’un retour rapide à l’ordre constitutionnel. |

| Summary, etc. | The construction of democracy in Africa is fraught with many pitfalls, most of which have become classic (electoral fraud, non-exclusive elections, confiscation and patrimonialization of power). The growing threat of terrorism in the Sahel states (Burkina Faso, Mali, Niger and Chad) is helping to undermine already fragile processes. This is borne out by the resurgenceof coups d’état since 2020, which have been welcomed by populations convinced that only men in fatigues can safeguard the nation, whose very survival is threatened by the gangrene of terrorism. The army is holding the institutions of democracy hostage, and its seizure of power is no guarantee of a rapid return to constitutional order. |
