Summary, etc. | La Première Guerre mondiale a entraîné l’intégration des élites socio-économiques britanniques dans l’appareil d’État. Des experts participent désormais aux décisions politiques, tout particulièrement dans le domaine des politiques sociales. Parmi ceux-ci on en trouve certains qui ont participé aux réseaux de la réforme sociale transnationale à la fin du XIXe siècle. Cette expertise est mobilisée au moment de la création de l’OIT en 1919, dans laquelle les conservateurs britanniques voient d’abord un moyen de satisfaire des revendications syndicales domestiques. L’OIT va attirer de nombreux acteurs britanniques durant l’entre-deux-guerres : syndicats, libéraux internationalistes et fonctionnaires possèdent une expertise scientifique mobilisable pour construire les instruments juridiques (conventions et recommandations) que produit l’OIT pendant cette période. Fondé sur la correspondance de ces experts avec l’OIT et sur les archives nationales anglaises, cet article dresse un panorama de cette expertise afin d’en examiner les processus et les raisons ainsi que les bénéfices que retirent l’OIT et les Britanniques de cette collaboration. |

Summary, etc. | The First World War led to the integration of the British social and economic elite in the state apparatus. Experts now took part in political decisions, particularly those concerning social policies. Some of these experts contributed to the transnational social reform networks in the late 19th century. This expertise was harnessed for the creation of the International Labour Organization (ILO) in 1919, which British conservatives initially saw as a way of satisfying the demands of domestic trade unions. The ILO went on to attract a number of British players in the interwar period, including unions, internationalist liberals and civil servants possessing the scientific expertise required for building the legal instruments (conventions and recommendations) produced by the ILO during this period. Based on the correspondence of these experts with the ILO and on British national archives, this article explores this expertise and examines the processes and reasons involved as well as the benefits of the collaborative effort for the ILO and the British. |
