| Summary, etc. | Avec le début de l’émigration massive des populations juives d’Europe centrale et orientale, fuyant les persécutions et les discriminations à partir des années 1880, de plus en plus de personnes miséreuses traversant le continent échouent dans les grandes villes situées sur les routes migratoires ou restent bloquées aux frontières. Un réseau transnational composé de comités de secours et piloté par de grandes organisations philanthropiques juives, notamment l’Alliance Israélite Universelle, cherche à pallier l’absence de structures de protection nationales ou internationales ; il s’attache ainsi à soutenir les plus pauvres parmi ces migrants et à lutter contre la montée de la mendicité itinérante. La présente contribution offre un aperçu général de cette action ; elle prend comme point de départ les crises de réfugiés de Brody de 1881 et 1882, montre la pérennisation de l’œuvre dans les années qui suivent, puis son amplification au tournant du siècle, avec la montée en puissance de la Jewish Colonization Association comme principale coordinatrice du réseau. |

| Summary, etc. | Jewish populations fleeing persecution and discrimination emigrated massively from Central and Eastern Europe starting in the 1880s. An increasing number of destitute people arrived in large cities located along migration routes or were blocked at borders. A transnational network comprising aid committees and coordinated by large Jewish philanthropic organisations, and notably the Alliance israélite universelle, sought to remedy the lack of national and international protection structures, working to support the poorest migrants and fight against the rise of itinerant begging. This paper overviews this initiative. Taking as its starting point the Brody refugee crisis of 1881 and 1882, it shows how this philanthropic action continued in the following years and grew in scale at the turn of the century with the rise of the Jewish Colonization Association as the network’s main coordinator. |
