Summary, etc. | L’article revient sur l’histoire des retraites, avant 1945, en rappelant les étapes du passage de l’épargne individuelle libre à l’assurance vieillesse collective : aliénation du capital, âge élevé d’entrée en jouissance, large obligation d’assurance. Ces traits se retrouvent dans les retraites ouvrières et paysannes (ROP) de 1910 comme dans les Assurances sociales (1930). Ces deux législations furent toutefois incapables de fournir des retraites décentes, pour deux raisons : le délai nécessaire à la constitution d’une pension dans un système qui se voulait contributif et imposait de longues années de cotisation ; et l’inflation, qui lamina la valeur réelle des cotisations versées. Le principe de la capitalisation, retenu par le législateur, s’avéra ainsi tout à fait impraticable et dût être abandonné, dans les faits d’abord, puis en droit à partir de 1941. Si la répartition s’est imposée depuis cette date, tout système de retraite suppose un prélèvement sur le revenu des actifs au profit des inactifs et le seul moyen de garantir une pension décente à une population nombreuse est d’imposer un taux de prélèvement élevé. |

Summary, etc. | This article explores the history of pensions in France before 1945, reviewing the phases from voluntary individual savings to a collective national pension system: alienation of the capital, advanced age at which pension payments begin, and the obligation for large swathes of the population to be insured. These aspects can be found in the retraites ouvrières et paysannes (ROP) of 1910, as well as in the Social Insurance scheme of 1930. Yet these two systems proved incapable of providing decent pensions for two reasons. First of these was the time required to constitute a pension in a contributory system imposing long contribution periods; then, inflation, which reduced the real value of the paid-in contributions. The funded pension principle selected by the legislative body thus turned out to be impracticable. This explains why it was abandoned, first in practice, and then in law (1941). While the pay-as-you-go system has dominated ever since, the author stresses that any pension system is based on withholding part of the income of workers to the benefit of inactive people and that the only way to guarantee a decent pension to a large population is to impose a high contribution rate. |
