| Summary, etc. | Durant la première moitié du XXe siècle, des dizaines de milliers de travailleurs belges franchissaient chaque année la frontière pour trouver de l’emploi dans le Nord de la France. Dans une région frontalière où de fortes relations de dépendance existaient avec le pays voisin, ils accédaient généralement à l’aube du XXe siècle aux organismes de bienfaisance et de prévoyance qui agissaient au niveau local. Mais pas tous, ni aux mêmes conditions que les indigents français. La misère guettait notamment ceux et celles qui, qualifiés de saisonniers et de frontaliers, continuaient à résider en Belgique et ne pouvaient dès lors accéder à la protection sociale française. Confrontées à leur précarité, des associations de terrain, des organisations ouvrières et des localités frontalières belges se sont alors mobilisées pour assurer leur protection et obtenir leur inclusion dans les nouvelles législations sociales françaises. |

| Summary, etc. | In the first half of the 20th century, tens of thousands of Belgian workers crossed the border every year to find work in northern France. Living in a border region with strong relations of dependency with the neighbouring country, at the start of the 20th century most of these individuals benefited from access to charity and welfare organisations operating locally. But not all of them, and not under the same conditions as French indigents. Those most exposed to poverty were seasonal and cross-border workers who continued to reside in Belgium and were thus unable to access French social protection. In response, local associations, workers’ organisations and Belgian border towns rallied to assist and protect this population and include them in new social legislation in France. |
