| Summary, etc. | Cet article propose un cadre d’analyse pour une histoire à long terme des projets, pour identifier les projets comme des formes socio-historiques précises, spécifiques à certains contextes et sujettes à des évolutions historiques. Les projets ont rarement été étudiés en tant que tels. L’historiographie a eu tendance à se focaliser sur l’activité individuelle des concepteurs, ou plus fréquemment à considérer les projets comme des processus peu déterminés, des entreprises singulières et innovantes, résultat à chaque fois d’un agencement technique et social unique. Il s’agit au contraire d’insister sur les dimensions collectives et régulières des projets. On considère ici les projets comme un ensemble de formes sociales, d’objets stabilisés, de normes, de procédures plus ou moins explicites ou implicites, qui règlent les multiples participations à l’action collective. Cette approche est détaillée avec l’exemple des projets dans les Travaux Publics à la fin du XVIIIe et au début du XIXe siècle, et soulève des questions relatives à la standardisation des pièces constituant le projet, à la paternité et à la propriété intellectuelle des projets, à l’organisation dans ce type de projet, ainsi qu’à la rhétorique du seul projet possible caractéristique des ingénieurs des Ponts et Chaussées de cette période. |

| Summary, etc. | This paper would like to initiate a long-term history of projects, to identify projects as precise socio-historical forms, context specific and subject to historical developments. Projects are rarely studied as such. Scholars usually insist on the individual activity of project-makers or present it as a process of birth of a given object, emphasizing technological and institutional innovations, the singularity of the technical and social arrangements that made it possible. This paper proposes an alternative approach to the study of projects in history, emphasizing the collective and regular dimensions of projects in specific contexts, involving the definition of requirements, norms and standards, of rules for conceiving, writing, drawing, discussing, deciding and implementing. This approach is illustrated by the case of public works projects in late-eighteenth and early-nineteenth century France, analysing various questions concerning the standardisation of project documents, the intellectual property on projects, the organization of work in project-making, and the state engineers’ rhetoric of the only possible project. |
