| Summary, etc. | L’article analyse le déficit de mise en œuvre de la politique de quota genre au Burkina Faso. À partir d’une problématique axée sur le concept d’instrumentation de l’action publique, l’objectif est d’expliquer pourquoi aux élections législatives de 2020 le nombre de femmes élues n’a pas augmenté malgré des changements normatifs. La démarche met la focale sur les stratégies de résistance des acteurs face aux instruments dans les séquences de formulation et d’implémentation. L’article montre que l’accumulation d’innovations instrumentales n’a pas toujours d’impact sur les groupes-cibles et peut maintenir l’inertie politique. |

| Summary, etc. | This article analyzes the failure to implement the gender quota policy in Burkina Faso. Taking the instrumentation of public action as the framing concept, the objective is to explain why normative changes did not result in a greater number of women being elected in the 2020 legislative elections. The approach focuses on the resistance strategies used by actors when faced with the instruments at the time of formulation and implementation. The article shows that the accumulation of instrumental innovations does not always have an impact on target groups and can sustain political inertia. |
