| Summary, etc. | Des origines jusqu’à aujourd’hui, l’antagonisme franco-américain a le plus souvent été au cœur des problèmes atlantiques. A certains moments plus rares pourtant, la possibilité d’un rapprochement entre la France et les États-Unis aura à l’inverse — et pour les mêmes raisons — conditionné la solution à ces mêmes problèmes, si ce n’est permis d’entrevoir une véritable refondation de l’Alliance. l,es événements de 1990-1991 s’inscrivent dans ce second schéma : à un moment où la fin de la guerre froide, marquée par le retrait soviétique et l’unification allemande, remet fondamentalement en question la raison d’être et l’organisation de l’institution atlantique, un dialogue approfondi mais discret — dont l’existence est d’ailleurs restée longtemps méconnue et dont la teneur n’aura pas été véritablement révélée jusqu’ici — va en effet se nouer entre Paris et Washington. Un épisode dont l’enjeu principal aura été la possibilité de résoudre une question aussi ancienne que l’Alliance elle-même : celle de la compatibilité entre alliance atlantique et construction européenne. |

| Summary, etc. | From its origins to the present day, Franco-American antagonism has most often been at the heart of Atlantic problems. However, in some rare instances, the possibility of a rapprochement between France and the United States has, on the contrary (and for the same reasons) conditioned the solution to these same problems, and has even permitted the rebirth of the Alliance. The events of 1990-1991 fit into this latter pattern. At a time when the end of the Cold War, marked by the Soviet retreat and the unification of Germany, fundamentally challenged the raison d’être and organization of the Atlantic institution, an in-depth but discreet dialogue — whose existence has been virtually unknown and whose content has only recently been revealed — did in fact take place between Paris and Washington. It was an episode whose principal stake was finding a solution to an issue which was as old as the Alliance itself : that of the compatibility of the Atlantic Alliance with the process of European construction. |
