| Summary, etc. | RésuméEn 1996, la Russie, la Chine, le Kazakhstan, le Kirghizistan et le Tadjikistan fondaient l’association « Shanghai 5 », convertie, en juin 2001, en une structure régionale de coopération multilatérale – l’Organisation de coopération de Shanghai. Composée de trois grands pays producteurs-exportateurs d’hydrocarbures (Russie, Kazakhstan, Ouzbékistan) et de trois pays consommateurs-importateurs (Chine, Kirghizistan et Tadjikistan), l’ ocs se dote d’un Club de l’énergie en 2007. Dans ce cadre, ces pays aux intérêts à la fois convergents et conflictuels doivent élaborer des stratégies complexes. Mais ce Club de l’énergie reste un lieu de discussions et n’entre que pour une faible part dans un processus d’intégration encore très hypothétique. |

| Summary, etc. | The Energy Club of the sco: a (driving) element of regional integration?In 1996, Russia, China, Kazakhstan, Kirghizia and Tajikistan established the “Shanghai 5” Association, converted in June, 2001 into a regional structure of multilateral cooperation – the Shanghai Cooperation Organisation. Composed of three big energy producing and exporting countries (Russia, Kazakhstan, Uzbekistan) and of three energy consuming and importing countries (China, Kirghizia and Tajikistan), the sco set up its Energy Club in 2007. In this context, these countries with convergent and conflicting interests have to elaborate complex strategies. But this club is only a forum for discussion, and only plays a small part in a process of still very hypothetical integration. |
