| Summary, etc. | Les autorités constitutionnelles bénéficient de capacités juridiques assez élargies du fait de leur ancrage dans les lois fondamentales. Les assemblées parlementaires africaines s’inscrivent dans cette logique, car elles disposent par leur statut d’une autonomie financière. Cette dernière dans son essence renvoie à la liberté reconnue aux structures publiques de gérer leurs finances sans intrusion d’organes externes. Sur quoi repose l’autonomie financière reconnue aux Assemblées africaines ? Cette compétence financière attribuée aux chambres africaines repose sur une double liberté. On leur reconnait ainsi une liberté de décision budgétaire et une liberté de gestion financière. L’autonomie en question est certes variable d’un État à l’autre mais ce qui est stable c’est le pouvoir étendu des assemblées sur leurs finances. |

| Summary, etc. | Constitutional authorities benefit from fairly broad legal capacities due to their anchoring in the fundamental laws. The African parliamentary assemblies follow this logic, as they have financial autonomy by virtue of their status. The latter in its essence refers to the freedom granted to public structures to manage their finances without intrusion of external bodies. What is the basis of the financial autonomy granted to the African Assemblies? This financial competence attributed to African chambers is based on a double freedom. They are given the freedom to make budgetary decisions and the freedom to manage their finances. The autonomy in question varies from one State to another, but what is stable is the extended power of the assemblies over their finances. |
