Summary, etc. | L’article aborde la problématique des réformes agraires au Maghreb, leurs énoncés et les actions mises en œuvre en lien avec l’histoire agraire coloniale de ces pays. Après avoir rappelé l’héritage de la colonisation agraire, il évoque les initiatives prises pour résoudre la question du dualisme agraire au cours de la période coloniale. En retraçant les contextes qui prévalent dans chacun des pays ainsi que les choix stratégiques, l’étude examine les contenus et les objectifs des réformes agraires conduites dès le lendemain des indépendances. Elle décrit les processus engagés, les étapes ainsi que les résultats provisoires enregistrés. Elle tente enfin une analyse des principales raisons à l’origine des échecs de ces réformes en mettant l’accent sur les processus de dépaysannisation, les systèmes d’alliance sociale et les changements socio-économiques induits par la mise en œuvre des premiers plans de développement. Ces causes ont conduit à la rupture des coalitions politiques en faveur des réformes. L’article analyse enfin comment les renoncements observés dans tous les pays sur cette question agraire ont conduit les pouvoirs en place à faire un pari politique en faveur d’une modernisation promue par une classe de paysans aisés, d’entrepreneurs ruraux ou de nouvelles élites économiques d’origine urbaine et rurale. |

Summary, etc. | The article discusses the issue of land reforms in the Maghreb, their statements and actions taken in connection with the colonial agrarian history of these countries. Recalling the legacy of the land settlement, it outlines the initiatives undertaken towards solving the problem of agrarian dualism during the colonial period. Providing an overview of the circumstances prevailing in each country and their strategic choices, the study examines the contents and objectives of the land reforms carried out shortly after independence. It describes the processes and steps that have been taken in this regard, and the provisional outcomes. It attempts to analyse the major causes of the failure of the reforms, focusing on the depeasantization process, social alliances and socio-economic changes induced by the implementation of programs for economic development. These causes led to the breakdown of political coalitions in favour of these reforms. Lastly, the article analyses how these countries gave up on the agrarian issue, leading all the powers to take up the political challenge of the modernization promoted by a class of wealthy farmers, rural entrepreneurs and new economic urban and rural elites. |
