| Summary, etc. | En octobre 1920, afin de régler le différend territorial entre la Pologne et la Lituanie, la Société des Nations (SDN) adopta une résolution prévoyant la création d’une force internationale pour assurer le déroulement d’un plébiscite dans la région de Vilna. C’était la première fois que des contingents militaires de différents pays devaient être déployés sous l’égide d’une organisation internationale pour stabiliser une région en conflit. Quand, pour des raisons politiques, l’initiative fut abandonnée en mars 1921, les mesures préparatoires étaient très avancées. Comment le projet a-t-il pris forme&#xA0;? Quels ont été les défis politiques et techniques auxquels la SDN fut confrontée&#xA0;? En examinant les facteurs qui ont marqué l’élaboration de la force internationale pour Vilna, cet article montre le rôle précurseur de la SDN dans le domaine du maintien de la paix. |

| Summary, etc. | Pioneering Peacekeeping: The League of Nations and the Project of an International Force in Vilna (1920-1921) In October 1920, the League of Nations (LON) adopted a resolution authorizing the creation of an international force to hold a plebiscite in the contested region of Vilna. The objective was to settle the territorial dispute between Poland and Lithuania. It was the first attempt to stabilize a regional crisis by deploying troops from different countries under the auspices of an international organization. The initiative was abandoned for political reasons in March 1921. However, at that moment the project was practically ready. How did it emerge? Which political and technical challenges did the LON face? This article retraces the elaboration of the international force project for Vilna. It examines the factors that influenced the decision-making process and shows the pioneering activity of the LON in the field of peacekeeping. |
