Les asymétries évoluent en fonction de la maîtrise tant des nouvelles technologies que des formes de gouvernance et d’action dans l’espace cyber. La dépendance de l’Europe vis-à-vis des États-Unis augmente, alors que la Chine déploie une stratégie ambitieuse. Cet article propose d’approcher plus précisément ces transformations sous trois angles : le facteur humain, le contrôle numérique et l’adaptation au changement. |

Their impact on how the world is organised is both profound and difficult to predict, long-term. Territories and borders are being called into question, as a fresh geopolitical dynamic sweeps in. As mastery of new technologies and forms of governance and action in cyber space develop, imbalances are evolving. Europe’s dependence on the United States is growing – just as China deploys an ambitious strategy. These transformations can be illustrated more precisely through three lenses : the human factor, digital control and adaptation to change. |
