| Summary, etc. | Dans l’océan Indien occidental, les grandes puissances navales, depuis longtemps sur zone (Royaume-Uni, France, États-Unis) ou plus récemment arrivées (Chine, Inde), assurent une présence stratégique sur les grands axes du commerce maritime international et autour des détroits (Ormuz, Bab el-Mandeb). Il s’agit d’y sécuriser les circulations en luttant contre la piraterie et le terrorisme, et de peser dans une géopolitique régionale conflictuelle (Yémen, Iran). De nouveaux acteurs amorcent une projection de leurs forces (Émirats arabes unis, Turquie). S’appuyant sur des partenaires extérieurs, trois États riverains (Iran, Pakistan, Oman) développent quant à eux d’ambitieux projets portuaires au succès inégalement garanti. |

| Summary, etc. | In the western Indian Ocean, the major naval powers, both those long present in the area (the United Kingdom, France, and the United States) and more recent arrivals (China and India) are ensuring a strategic presence along the major international maritime trade routes and around the Hormuz and Bab el-Mandeb straits. Their aims are twofold: to make travel safer by fighting piracy and terrorism, and to play an active role in regional geopolitical conflicts (Yemen and Iran). New players are also beginning to throw their weight around (United Arab Emirates and Turkey). With the support of external partners, three neighbouring states (Iran, Pakistan and Oman) are busy developing ambitious port projects – though their success is unevenly guaranteed. |
