Summary, etc. | The end of colonial rule in Spanish America posed difficult questions regarding the political organization of the newly sovereign states. In this respect, the constitutional project presented by Simón Bolívar to the Second National Congress of Venezuela, which met in Angostura in 1819, insisted that the country should be under the control of a conservative central power capable of guaranteeing the rights of the individual without endangering the socio-political stability of the republican order. This article examines the Liberator’s conception of the Venezuelan political body in the light of the socio-historical circumstances he was forced to confront during the Wars of Independence. |

Summary, etc. | La disolución del poder colonial en la América española creó una serie de interrogantes respecto al ordenamiento jurídico-político de los futuros estados soberanos. En este sentido, el proyecto constitucional presentado por Simón Bolívar ante el Segundo Congreso Nacional de Venezuela reunido en Angostura en 1819 insistió en la idea de que el control político del país debía estar al mando de un poder central conservador capaz de garantizar los derechos ciudadanos sin menoscabo de la estabilidad sociopolítica del orden republicano. El presente artículo examina la concepción bolivariana del cuerpo político venezolano a la luz de las circunstancias sociohistóricas a las que el Libertador debió hacer frente durante aquellos años de lucha independista. |
