| Summary, etc. | En el sur de África, en la década de 1990 se institucionalizó una burocracia regional del agua dulce. A través de su circulación, un grupo de agentes establece un orden burocrático con instituciones formales. A cambio, la circulación da a este grupo la oportunidad de establecerse como burocracia. El hecho de que esta circulación sea estructurante confiere una dimensión incierta al orden regional: atrapado entre mandatos contradictorios, no está formalmente sedimentado; se institucionaliza más de lo que está institucionalizado. Es precisamente mediante la inversión de agentes con propiedades sociales similares, el establecimiento de lealtades y marcos institucionales como se desarrolla una burocracia regional. Este estudio de caso examina la circulación y la incertidumbre (de esta institucionalización) como modalidades de gobierno. |
