| Summary, etc. | Une pleine compréhension - objective et dépassionnée - de la guerre en Ukraine impose la considération de tous les paramètres géopolitiques qui ont pu avoir une incidence sur la décision prise par la Russie de lancer le 24 février 2022 ses premières offensives sur le territoire ukrainien. Le rapport des forces démographiques est classiquement l’une des dimensions du rapport de force entre belligérants. Précisément, depuis la chute de l’URSS, jamais celui-ci n’a peut-être été aussi favorable à la Russie et les perspectives pour les prochaines décennies sont également à l’avantage de la Russie, non seulement vis-à-vis de l’Ukraine, mais plus largement vis-à-vis de l’ensemble des ex-républiques soviétiques européennes. Pourtant, il y a trente ans, à la suite de l’éclatement de l’URSS, la Russie, minée par une grave crise politique, économique et sociale interne, s’enfonçait dans une dépression démographique sans précédent en Europe depuis la fin de la Deuxième Guerre mondiale. Contre toute attente, ce pays a fait preuve, sur le plan démographique, de résilience depuis l’arrivée au pouvoir de Vladimir Poutine en 1999. Et la démographie russe est aujourd’hui un atout géopolitique incontestable dans son environnement régional. |

| Summary, etc. | A full understanding—objective and dispassionate—of the war in Ukraine demands consideration of all the geopolitical parameters that may have influenced Russia’s decision to launch its initial offensives in Ukrainian territory on 24 February 2022. The demographic balance of power traditionally constitutes one aspect of the balance of power between belligerents. Since the fall of the USSR, this balance of power has perhaps never been so favourable to Russia and prospects for the coming decades are also to Russia’s advantage, not only vis-à-vis Ukraine, but more widely with respect to all the former Soviet states in Europe. Yet thirty years ago, in the aftermath of the collapse of the USSR, Russia—undermined by severe political crisis, both economic and social—languished in a demographic depression unseen in Europe since the end of the Second World War. Against all expectations, it has demonstrated enormous demographic resilience since Vladimir Putin came to power in 1999. And the Russian demography is now unquestionably a geopolitical asset within its regional environment. |

La relación de las fuerzas demográficas es clásicamente una de las dimensiones de la relación de poder entre las partes beligerantes. Precisamente, desde la caída de la URSS, quizá nunca esta relación haya sido tan favorable para Rusia, y de las perspectivas para las próximas décadas Rusia también sale beneficiada, no sólo frente a Ucrania, sino de forma más amplia frente al conjunto de las antiguas repúblicas soviéticas europeas. No obstante, hace treinta años, tras la desintegración de la URSS, Rusia, minada por una grave crisis política, económica y social interna, se hundía en una depresión demográfica sin precedentes en Europa desde la Segunda Guerra Mundial. Contra todo pronóstico, este país ha demostrado, en el plano demográfico, una gran resiliencia desde la llegada al poder de Vladímir Putin en 1999. Y la demografía rusa es hoy una baza geopolítica incontestable en su entorno regional. |
