L’occupation de l’espace et les conflits qui en résultent sont mal anticipés par la planification de l’urbanisme comme l’illustrent les grands rassemblements d’hommes, le désarroi des campagnes et les quartiers sensibles. L’ordre public doit s’exercer dans la proximité mais sous bonne régulation zonale. |
