| Summary, etc. | Pour sa transition énergétique et écologique à l’ère du numérique, l’Union européenne (UE), face au monopole chinois et aux limites de ses capacités de recyclage et de substitution, doit sécuriser son approvisionnement en terres rares. L’Afrique peut quant à elle s’ériger en producteur et fournisseur de l’UE. Pour cela, les pays d’Afrique producteurs de terres rares doivent s’appuyer sur le droit international pour maîtriser les enjeux liés à la pollution délocalisée. Émerge ainsi un besoin face aux enjeux géo-économiques, aux défis géopolitiques ou aux dangers écologiques liés à l’exploitation des terres rares africaines : celui d’une conscience écologique globale et d’un encadrement juridique international, qui sont toujours en gestation. |

| Summary, etc. | For its energy and ecological transition in the digital age, the European Union (EU), faced with the Chinese monopoly and the limits of its recycling and substitution capacities, must secure its rare earth supply. As for Africa, it can become a producer and supplier of the EU. To do this, the African countries producing rare earths must rely on international law to control the issues related to delocalized pollution. A need is thus emerging in the face of geo-economic stakes, geopolitical challenges and ecological dangers linked to the exploitation of African rare earths: that of a global ecological awareness and an international legal framework, which are still in the making. |
