Summary, etc. | La collaboration dans la compétition – coopétition – est un phénomène qui affecte la sphère du management public territorial. À partir d’un premier questionnaire auprès de 252 managers territoriaux, d’une étude de cas exploratoire consacrée à l’intercommunalité en Rhônes Alpes, et d’une enquête complémentaire approfondie auprès de 10 dirigeants, nous analysons pourquoi et comment il est opportun de coopérer entre collectivités malgré la possible rivalité politique des élus locaux et les enjeux spécifiques de chaque territoire, à condition de respecter des principes d’équité dans la gouvernance, et d’éviter les conflits d’intérêt dans le management d’équipes. Remarques à l’intention des praticiensNotre recherche démontre qu’il est utile de collaborer entre collectivités territoriales concurrentes, à condition de respecter les principes d’un management équitable. Il convient ainsi de répartir le pouvoir à égalité entre partenaires quelque soit leur taille ; de prendre des décisions de manière collégiale à la majorité voire à l’unanimité s’il s’agit de changer la gouvernance ; de ne pas empiéter sur les prérogatives de chaque partenaire à moins que l’union entre collectivités territoriales n’apporte davantage de valeur ajoutée. |

Summary, etc. | Cooperative competition ? The ambivalence of coopetition in territorial authoritiesCooperative competition – coopetition – is a phenomenon whose influence extends to the sphere of territorial public management. Based on an initial questionnaire conducted among 252 territorial authority managers, an exploratory case study on intermunicipal cooperation in France’s Rhône-Alpes region, and an in-depth follow-up survey among 10 leaders, we analyse why and how cooperation between territorial authorities is advisable, despite the potential political rivalry between local elected representatives and the specific challenges of each territory, provided that they respect the principles of equity in governance and avoid conflicts of interest when managing their teams. Points for practitionersOur research shows the benefits of cooperation between competing territorial authorities, provided that they respect the principles of equitable management. This implies the need to distribute power equally among partners of all sizes, to take decisions collectively by a majority, or even unanimously when it comes to a change of governance, and not to infringe on the prerogatives of each partner, unless added value can be gained from pooling the efforts of territorial authorities. |
