| Summary, etc. | Adoptée lors du Sommet sur le climat le 23 septembre 2014, la Déclaration de New York sur les forêts comporte deux engagements chiffrés importants, quoique volontaires. L’un vise à juguler le recul des forêts naturelles en réduisant de moitié le rythme de leur disparition d’ici 2020, tout en œuvrant à mettre fin à leur perte à l’horizon 2030. L’autre tend à favoriser la reconstitution des forêts dégradées par la restauration de 150 millions d’hectares d’espaces forestiers détériorés avant 2020, puis au moins 200 millions d’hectares supplémentaires avant 2030. Largement inédits et relativement ambitieux, ces engagements conduiraient à réduire de 20 % les émissions globales de CO2. Si de tels objectifs paraissent réalisables, les résultats escomptés restent incertains. Au-delà de ces aléas, la Déclaration de New York a permis de repositionner les forêts au cœur de l’agenda politico-diplomatique international en 2015, année cruciale pour l’aboutissement de négociations majeures sur les régimes juridiques mondiaux des forêts et du climat. |

| Summary, etc. | Adopted at the Climate Summit on 23 September 2014, the New York Declaration on Forests set forth two important, albeit voluntary, quantified commitments. One aims to curb the decline in natural forests by halving the rate of their loss by 2020, while striving to end their loss by 2030. The other tends to foster the recovery of degraded forests by restoring 150 million hectares of degraded forestlands by 2020, then at least an additional 200 million hectares by 2030. Largely unprecedented and fairly ambitious, these commitments would allow reducing CO2 emissions by 20% globally. Although these objectives seem achievable, the actual outcomes remain unsure. Beyond these uncertainties, the New York Declaration helped to reposition forests at the core of the political and diplomatic international agenda in 2015, a crucial year for the culmination of key negotiations on the forest and climate global legal regimes. |
