| Summary, etc. | Le risque est intimement lié au territoire parce qu’il en façonne le devenir comme il est en retour et historiquement imprimé de son empreinte. En effet, le risque contraint l’affectation ou l’utilisation de l’espace dans une perspective future : il s’agit de limiter les populations exposées et donc de maîtriser l’urbanisation dans les zones à risque, soit en rendant les zones dangereuses inconstructibles, soit en refusant les autorisations d’urbanisme pour des motifs de sécurité publique. Mais il advient aussi qu’il faille revenir en arrière lorsque l’urbanisation s’est étendue et rapprochée de la source de danger. Il s’agit alors de maîtriser le risque dans les zones urbanisées, soit en neutralisant les espaces les plus exposés soit, ce qui reste en pratique très exceptionnel, en transférant ou en supprimant la source du risque. |

| Summary, etc. | Risk is deeply connected to the territory: it shapes its future and is also historically marked with its imprint. Indeed, risk limits the affectation or the use of the space for the future: it is a question of limiting the exposed populations and thus of mastering the urbanization in risk areas, either by making the high-risks areas unbuildable or by refusing building permits for safety reasons. But when the urbanization extended and moved closer to the source of danger, it is necessary to go back.
