Il inscrit, d’abord, la recherche d’un instrument-cadre mondial sur la protection environnementale dans une perspective à long terme et examine, ensuite, les principales raisons pour lesquelles il est nécessaire. Dans ce contexte, l’article s’intéresse à l’expression actuelle de cette tendance qui se présente sous la forme d’un projet de Pacte mondial pour l’environnement ; il évoque aussi l’élan que ce projet a suscité dans les milieux politiques, notamment au sein de l’Assemblée générale des Nations unies.La seconde partie de l’article s’intéresse au contenu du projet de Pacte pour l’environnement de 2017 et présente les grands principes qu’il consacre, tout en analysant sa portée. |

| Summary, etc. | In its first part, this article presents the theoretical foundations of the Draft Global Pact for the environment. It specifies that the research for a global framework instrument for the environment has to be set in a long-term perspective, before reviews the main reasons why it is necessary. In that respect, the article deals with the Global Pact, as an expression of this current tendency, and also with the momentum generated within the political sphere, especially within the United Nations General Assembly.The second part of the article describes the content of the Global Pact (2017), the main Principles and its scope. |
