| Summary, etc. | The approval of provisions for the implementation of the Loss and Damage Fund was rightly regarded as one of the main outcomes achieved by the 28th Conference of the Parties to the UNFCCC in Dubai. This result marked the culmination of a long diplomatic journey, providing for formal recognition to a widely debated issue. This article aims at retracing, from a historical perspective, stages in the evolution of the concept of reparation – which is at the basis of this process – in contemporary international policy, even before environmental issues became a priority. Conflicts, pollution, climate change: a multifaceted and often overlooked path, bound by the common thread of reparation throughout decades. |

| Summary, etc. | L’approbation des dispositions relatives à la mise en œuvre du Fonds pour pertes et préjudices a été considérée, à juste titre, comme l’un des principaux résultats obtenus par la 28e Conférence des Parties à la CCNUCC à Dubaï. Ce résultat a couronné un long voyage diplomatique, donnant une reconnaissance formelle à un sujet largement débattu. Cet article vise à retracer, dans une perspective historique, quelques étapes de l’évolution du concept de réparation – qui est à la base de ce processus – dans la politique internationale contemporaine, bien avant que la question environnementale ne devienne une priorité. Conflits, pollution, changement climatique : un chemin aux multiples facettes et souvent méconnu, lié par le fil conducteur de la réparation au fil des décennies. |
