| Summary, etc. | Dans un objectif d’effectivité et d’efficacité du régime juridique international sur les changements climatiques, l’Accord de Paris prévoit plusieurs instruments de marché destinés à faciliter sa mise en œuvre et contribuer à l’effort d’atténuation des émissions. L’article 6 de l’Accord offre ainsi la possibilité de lier à l’échelon international les marchés régionaux du carbone qui se multiplient. L’Accord reconduit également un mécanisme mondial de compensation du carbone, le Mécanisme pour un développement durable, et fait ainsi la synthèse des Mécanismes pour un développement propre et Mise en œuvre conjointe du Protocole de Kyoto, emportant bien des incertitudes sur leur niveau d’ambition, mais capitalisant sur l’engouement toujours présent des acteurs économiques pour ces mécanismes. Dans un objectif de transition énergétique et économique vers un monde bas-carbone, les débats autour de ces nouveaux instruments économiques reflètent la complexité des enjeux sociétaux liés à la question climatique. |

| Summary, etc. | To improve the effectiveness of the international climate change regime, Article 6 of the Paris Agreement contains two economic tools. On the one hand, the treaty offers the possibility to connect regional carbon markets at the international level. On the other hand, the Paris Agreement promotes an international off set mechanism under the Framework-convention, at the crossroad between the clean development mechanism and the joint implementation of the Kyoto Protocol. The modalities of implementation will be developed in the upcoming COP, to ensure to mobilization of private actors among those tools, while improving the issues of environmental integrity, sustainable development goal, and transparency of the decision process. The current debates on developments of economic tools in the post 2020 climate regime reflects the complexity of social stock takes towards a low-carbon world. |
