Quatre propositions sont envisagées : l’énoncé d’une utopie portant acceptation d’une perte de contrôle de ces flux (I.), l’identification des cercles d’intérêts formés autour d’eux (II.), le partage des devoirs y afférents (III.) et l’autolimitation des différents droits en présence (IV.). |

Four proposals are considered: the formulation of a utopia accepting a loss of control over these flows (I.), the identification of the circles of interest formed around them (II.), the sharing of related duties (III.) and the self-limitation of the various rights involved (IV.). |
