Summary, etc. | RésuméCet article analyse les évolutions de l’emploi et des salaires des employés de l’État en Colombie depuis 1983. Au début des années quatre-vingt-dix, ce pays a changé de constitution et opté résolument pour une politique d’ouverture économique. L’adoption d’une nouvelle constitution avait pour principal objectif de moderniser et relégitimer le rôle de l’État L’ouverture économique implique une plus grande maîtrise des déficits publics et s’accompagne généralement de l’abandon de certaines activités de la part de l’État L’évolution de la politique d’emploi public est donc marquée par la poursuite d’objectifs multiples. L’étude des comptes publics et des enquêtes emploi met à jour une augmentation importante du budget de l’État alors que celle de sa masse salariale s’avère bien moins conséquente. L’emploi public a diminué mais les salaires ont crû. L’évolution des besoins en main-d’œuvre de l’État a favorisé l’embauche de travailleurs qualifiés alors que leur coût augmente en raison de leur rareté relative sur le marché de l’emploi. Comprendre cette évolution requiert une analyse des techniques de gestion des ressources humaines adoptées dans le secteur public. |

Summary, etc. | State reform and public employment policy in ColombiaThis article analyses the evolution of employment and salaries of state employees in Colombia since 1983. At the beginning of the 1990s, this country changed its constitution and resolutely opted for an open economy policy. The principal objective in adopting a new constitution was to modernise and give new legitimacy to the role of the state. This new economic policy implied a greater control of state deficits and is generally accompanied by the state’s withdrawal from certain activities. The evolution of public employment policy is now marked by the meeting of multiple targets. The study of public accounts and employment surveys shows that there has been a substantial increase in the national budget, while the increase in wage bill is less significant. The public has diminished while the salaries have increased. Changes in manpower requirements for the State led to the hiring of workers, but the cost of hiring has increased because of the relative scarcity on the labour market. To understand this evolution, an analysis of human resource management techniques adopted in the public sector is required. |
