Summary, etc. RésuméLes politiques nationales relatives à l’éducation supérieure au Mexique sont inscrites dans le cadre des transformations globales où l’acquisition des connaissances implique la possibilité d’être inclus ou celle d’être exclu des évolutions sociales, économiques ou politiques. Les processus de globalisation et d’intégration régionale (Alena) représentent pour le Mexique un double défi, exprimé parmi d’autres domaines, dans les transformations du capital humain qu’ils entraînent, tant dans le domaine de l’emploi, que dans celui du champ scolaire. La création en 1991 des « universités technologiques » (UT) inspirées des instituts universitaires de technologie (IUT) français s’insère au sein d’une stratégie de l’État dont l’objectif est, d’une part, de répondre aux transformations technologiques et aux nouveaux besoins du marché de travail et, d’autre part, de répondre à la demande en éducation, sans cesse en progression.

Summary, etc. Globalisation and exclusion : two elements of the national higher education policies in MexicoNational higher education policies in Mexico are being developed in the context of global change, where access to the acquisition of knowledge can contribute to inclusion in – or exclusion from – the evolution of the social, economic and political environment. Mexico is now facing a double challenge from globalisation and regional integration (Alena), expressed among other fields, in the human capital changes they bring about in the field of employment as well as schooling. The creation of « technological universities » in 1991, based on the French system of University Institutes of Technology (IUT), is part of the government’s strategy to cope with technological change and the new requirements of the labour market, as well as to respond to the ever growing demand for education.
