| Summary, etc. | RésuméPartant d’une relecture de l’Intelligence économique et de la définition des Pôles de compétitivité, cet article a pour objet d’illustrer l’importance de l’information devenue - dans un processus maîtrisé d’intelligence économique - une donnée stratégique du management des entreprises et de la compétitivité des territoires. A ce titre, en retenant la dynamique d’apprentissage, (1) nous cherchons à comprendre le rôle prépondérant de l’apprentissage, de la capacité d’absorption de l’information, de la synergie des réseaux et des relations non marchandes dans le développement des pôles de compétitivité et (2) nous illustrons l’apport de l’intelligence économique (en tant que système créateur de connaissances à travers son action positive sur la capacité d’absorption) aux besoins de cette nouvelle démarche organisationnelle des territoires et leur structuration en pôles de compétitivité. Ces derniers reposant sur un partenariat actif, entre industriels, centres de recherche publics et privés et organismes de formation, nourri par un projet territorial. Nous terminons l’article en donnant quelques expériences réussies dans le domaine et en présentant une description méthodologique de mise en œuvre pratique d’un système I.E. au service du Pôle de compétitivité. |

| Summary, etc. | After defining the “Pôles de compétitivité or industrial clusters”, this article aims at illustrating the importance of information becoming - in a controlled process of economic intelligence - a stratégic arm of the firms management, as well as competitiveness for the territories. We analyse the dominating role of learning and of the absorptive capacity of information, on the networks synergy and the non-commercial relations in the development of the “Pôles de compétitivité”. We illustrate the contribution of the economic intelligence (as a knowledge creative system through its positive action on the absorptive capacity) to the needs for this new organizational step for the territories and their structuring in “Pôles de compétitivité”. The latter rely on an active partnership, between industrials, public R&D and learning organizations, nourished by a territorial project. We mention some successful experiments in the field and we introduce a competitive intelligence system which can be implemented with the “Pôles de compétitivité”. |
