| Summary, etc. | RésuméL’article décrit une étude de cas de soutien aux PME innovantes. En effet, l’opportunité nous a été offerte d’analyser la politique territoriale du Conseil général de la Loire: les réseaux d’entreprises jouent un rôle clé. Dans une première partie, nous détaillons l’offre ligérienne en matière d’innovation, puis les 4 types de réseaux coexistant. La seconde partie illustre ce soutien par deux réseaux dits SPL. Ces exemples nous amènent à conclure que la réussite d’une politique de soutien aux PME innovantes dépend de la légitimation par les institutions elles-mêmes du réseau, et de la qualité de l’animateur du réseau. |

| Summary, etc. | Support to the Loire department innovative SME’s by specific networksThis case study deals with an innovative small and medium sized company support project carried out in the French department called “la Loire”.The opportunity has been offered to us to investigate how the department’s council (“Le Conseil General”) supports innovative local SME’s: The company networks are a key factor in this support model.In a first part a detailed innovation policy is described; then we focus on the role of four types of company networks. In the second part the function of two SME networks are illustrated in order to show their real contributions. In conclusion, we see that the success of an innovation support policy which is based on networks depends on two factors: (1) The justification of the mission of all the networks and (2) the quality of the coordinator’s work and coordinating skills used to enhance the operation of the network itself. |
