Il présente le contexte et les problématiques en jeu dans le choix des instruments à différents niveaux (national, régional, international), et analyse les perspectives pour une harmonisation de ces instruments et leur extension à un plus grand nombre d’acteurs, en vue d’atteindre une politique climatique plus efficace et efficiente. |
