| Summary, etc. | La recherche-formation menée pour l’association Emmaüs, en 2010, concernant notamment les agents d’accueil « faisant fonction » des centres d’hébergement, permet de mesurer les enjeux institutionnels et sectoriels du recours à des salariés non qualifiés. La présentation du contexte de l’urgence sociale, des besoins d’Emmaüs en la matière de professionnalisation et du cadre de la recherche menée par le CERA (Centre d’études et de recherches appliquées) de BUC Ressources, caractérise les besoins et les caractéristiques institutionnels d’un processus d’une professionnalisation non diplômée. Il est alors possible de mesurer si le recours massif à des « faisant fonction » constitue une déqualification sectorielle, potentiellement vecteur de déprofessionnalisation de l’action sociale. Nous plaidons au contraire pour la reconnaissance du vecteur de renforcement en la matière que peut constituer le phénomène des « faisant fonction », s’il fait l’objet d’une politique de qualification, dont quelques pistes de mise en œuvre sont proposées dans cet article. |

| Summary, etc. | Professionalization of unqualified workers in the Emmaus shelters for the homeless: what is at stake?This is an account of an action based research study of workers in a “host” role designed to describe the institutional and practical reasons for recourse to unqualified salaried staff. The study attempts to determine whether professionalization of these personnel is a form of de-qualification of social action and thus potentially a vector of de-professionalization of social work in general. The authors hold the contrary view that it may be part of a policy of qualification and offer some thoughts on how to promote this orientation. |
