| Summary, etc. | Résumé La métropole régionale du Nord de la France est confrontée à des problèmes particuliers, liés à l’héritage de son caractère industriel multipolaire et à sa position frontalière qui ont marqué durablement l’organisation de son territoire. Mais le contexte économique et politique a été bouleversé à partir des années 1980 par l’effondrement des grosses entreprises textiles, par la décentralisation et par l’effacement de la frontière franco-belge. Au temps de l’aménagement jacobin (1965-1980) qu’illustre la création de la communauté urbaine et de la ville nouvelle décidées sans concertation avec les élus, a succédé celui de la région. La gravité de la situation urbaine et sociale et les nouvelles responsabilités des élus acquises avec la décentralisation, ont conduit ceux-ci à dépasser leurs rivalités communales pour travailler ensemble à la métamorphose urbaine, sociale et culturelle de ce qui pourrait devenir une eurométropole. |

| Summary, etc. | The regional metropolis of the north of France has particular problems linked to its many-sided industrial character and its border position both of which have had a long term influence on the organization of its territory. But the economic and political context was upset as of the 1980s by the collapse of the big textile mills, decentralization and the blurring of the French-Belgian border. The time of the region followed that of the Jacobin development (1965-1980) with the creation of the urban community and the new city decided without consulting the elected officials. The seriousness of the social and urban situation and the new responsibilities of the elected officials that went with decentralization made them go beyond their communal rivalries to work together for the urban, social, and cultural transformation of what could become a Euro metropolis. |
