| Summary, etc. | RésuméEn juillet 1983, une Américaine de 10 ans, Samantha Smith, se rend en Union soviétique sur invitation d’Andropov. Ayant lu sa lettre remplie d’inquiétude sur l’avenir de la planète, ce dernier l’invite à constater que l’Union soviétique ne veut en aucun cas provoquer une guerre nucléaire comme le craint la jeune enfant. L’opération est largement couverte par les médias soviétiques qui s’efforcent de cultiver la mémoire de l’événement, en particulier après la mort dramatique de Smith en 1985. En invitant l’Américaine à devenir la première représentante de la « diplomatie des enfants », le pouvoir soviétique poursuit en fait des objectifs complexes, qui ne se réduisent pas à une simple opération de propagande destinée à l’étranger. En effet, il s’agit aussi et peut-être surtout de contribuer à réformer une machine anti-américaine devenue trop inefficace auprès des jeunes. Le succès de l’opération est en partie avéré, mais la maladie du dirigeant, et surtout les événements de septembre 1983 qui précipitent les deux superpuissances au bord de la guerre nucléaire, empêchent Moscou de profiter pleinement des fruits de cette opération. Cependant, la mémoire de la visite demeure aujourd’hui assez vive et redonne pour certains du crédit à l’ancien régime. |

| Summary, etc. | In July 1983, a ten-year old American girl, Samantha Smith, is invited to the Soviet Union by Yuri Andropov himself. After reading her worried letter on the future of the planet, the Soviet chairman invites her to see by herself that the USSR does not want to start any nuclear war. The whole operation is widely covered by the soviet media which do their best to keep the memory of the event alive, especially after the tragic death of the American girl in 1985. By inviting Samantha to be the first representative of the “childhood diplomacy” policy, the soviet power has in mind complex objectives which go beyond a simple propaganda operation for foreign countries. The goal is also, and maybe above all, to help reform an anti-American propaganda machine which has become too inefficient, especially with the youth. The operation is quiet successful, but the chairman’s sickness, and more importantly, the tragic events of September 1983 which bring the two superpowers to the edge of the nuclear abyss, prevent Moscow from exploiting fully this operation. However, the memory of Samantha’s visit still remains alive today and for some contributes to the communist regime’s nostalgia. |
