| Summary, etc. | RésuméDans le Viêt-nam indépendant puis réunifié, les cadres du Parti ont remplacé les cadres coloniaux. Le passage progressif à un système de marché, dans lequel les cadres locaux ont joué un rôle souvent déterminant, a entraîné des bouleversements fondamentaux dans les effectifs, les statuts et les niveaux de vie des employés du secteur public. Alors que la transition s’achève sur le marché du travail, pour lequel les problèmes à résoudre sont de plus en plus proches de ceux que connaissent d’autres pays à faibles niveaux de revenu, elle est loin d’être terminée dans la fonction publique. Les fonctionnaires vietnamiens sont pris dans un faisceau d’intérêts contradictoires. Leurs intérêts, en tant qu’individus, membres d’un corps constitué et représentants de l’État ne sont pas dénués d’ambiguïté, d’autant que l’État semble éprouver des difficultés croissantes à refléter les aspirations d’une population dont le dot moi a permis de libérer les diverses expressions. |

Moves towards a market economy, in which local managers have played a key-role, have caused fondamental changes in the number, status, and standard of living of public sector employees. While transition is coming to an end on the labour market, for which the problems come increasingly close to those other low income countries face, it is far from over in the civil service. Vietnamese civil servants are under the influence of contradictory interests. Their interests as individuals, as members of a professional body, as representatives of the State, do not lack ambiguity, since the State seems to have increasing difficulty in reflecting the aspirations of the population which is now permitted freedom of expressions by dot moi. |
