| Summary, etc. | Cet article analyse la politique d’accueil des Spätaussiedler, « chaînon manquant » entre la politique d’intégration des expulsés allemands de l’immédiat après-guerre et le régime d’intégration actuel. Les Spätaussiedler, en tant qu’Allemands, ont bénéficié des mesures d’intégration propres aux expulsés ; pourtant, leurs besoins étaient semblables à ceux d’immigrés « étrangers ». L’État ouest-allemand a ainsi, dès la fin des années 1960, développé à leur encontre des programmes d’intégration spécifiques, à une époque où le discours politique supposait que les travailleurs immigrés, destinés à retourner dans leurs pays, n’auraient pas besoin de s’intégrer. Les mesures créées pour ces immigrés allemands sont donc constitutives de la généalogie du régime d’intégration actuel. |

| Summary, etc. | Integration policy for the Spätaussiedler in post-1945 German migration historyThis article argues that the reception policies concerning the Spätaussiedler constitutes the “missing link” between the policies enacted for German post-war expellees and the current regime of integration. As ethnic Germans, the Spätaussiedler benefitted from integration measures designed for expellees. However, their needs more closely resembled those of “foreign” immigrants. Beginning in the late 1960s, the West German State developed integration programs for this population, at a time when political discourse argued that foreign workers would ultimately return home and hence did not need to integrate. The integration measures developed for these German immigrants thus form an integral part of the genealogy culminating in the current integration regime. |
