Summary, etc. | RésuméLa construction de l’environnement comme nouveau paradigme pour penser l’urbanisation a instauré une nouvelle forme d’intérêt général conditionnant une intervention publique spécifique. À partir de l’étude de l’agglomération de Monterrey, cet article interroge les interactions entre renforcement de la protection de l’environnement et contrôle de l’expansion urbaine. Le Mexique constitue un exemple de mutation des modalités de l’action publique sous l’impact d’injonctions et de références internationales. Après la construction d’une action publique environnementale, soumise à une forte exposition internationale et instituée dans une tension entre pouvoirs locaux et administrations fédérales, ce texte analyse des situations de conflits, les processus de contrôle de l’urbanisation et le rôle des nouveaux acteurs de l’environnement. Il est ainsi possible de montrer que si l’action publique environnementale est dans l’incapacité de se saisir du contrôle de l’urbanisation, l’environnement constitue un nouveau secteur de l’action publique locale qui ouvre un nouveau canal d’expression des conflits urbains. |

Summary, etc. | The environmental model and public urban policy in Monterrey (Mexico)The construction of the environment as a new approach to urbanisation has opened up new opportunities for targeted public policy. Based on a study of the Monterrey urban area, this article explores the interface between stronger environmental protection and controlled urban expansion. Mexico demonstrates the way in which policy must change in order to accommodate international injunctions and recommendations on environment issues. Following the creation of a public environmental campaign, which was closely scrutinised by international organisations and initiated in an atmosphere of political tension between local authorities and federal ministries, this article analyses the opportunity for conflict, procedures for urban planning control, and the role of new personalities involved in the environment. In this way, it is possible to show that, even if environmental campaigns cannot take control of urban planning, the environmental issue itself can provide the basis for new local campaigns and open up new opportunities for voicing discontent in urban conflicts. |
