| Summary, etc. | La création, en 1945, de la Sécurité sociale a conduit à la mise en œuvre d’un système de financement autonome de l’État. Cette autonomie s’est matérialisée notamment par la constitution d’une organisation financière spécifique et reposant sur des recettes affectées particulières, les cotisations sociales. Par la suite, l’évolution du mode de financement de la Sécurité sociale, du « tout cotisations » vers une part croissante de recettes fiscales affectées, a entraîné une évolution de la gouvernance financière des régimes de Sécurité sociale, avec un renforcement du rôle de pilotage de l’équilibre des régimes par l’État. |

This autonomy was visible particularly in the constitution of a specific form of financial organization based upon resources from social insurance contributions. Later in its history, the evolution of the means of financing towards an increasing portion being supplied from taxes brought about an evolution in financial governance. The role of the state in maintaining the balance of each regime was reinforced. |
