| Summary, etc. | Par l’intermédiaire de leurs représentants, durant le xxe siècle, les personnes handicapées ont intégré la société française : leurs instances de représentation participent activement aux mécanismes de la démocratie formelle, ce dont témoignent l’élaboration et l’affermissement du secteur du handicap dont les élites ont contribué à définir les termes de l’action publique. Mais alors que la démocratie formelle offre un cadre permettant une accessibilité équivalente pour l’ensemble des populations, la gestion du handicap se caractérise aussi par de multiples freins, matériels, sociaux et immatériels, dessinant les termes d’une inaccessibilité : en ce cas, la démocratie formelle se donne pour ce qu’elle est, un voile protecteur, masquant les inégalités pointées par les tenants de la démocratie réelle. La difficulté de réalisation de cette dernière est illustrée par une tendance des sociétés démocratiques, la vitesse d’accélération qui souligne les écarts de rythmes entre valides et handicapés. |

| Summary, etc. | Handicap and democracyDuring the twentieth century, handicapped people have integrated French society being represented by intermediate bodies. These organisations take an active part in formal democratic mechanisms as is shown by the elaboration and strengthening of the field of handicap. Its elite members have contributed to defining the terms of public action. But, while formal democracy gives a framework that enables an equivalent access to that of all populations, this is not so in the field of management. Many material, social and immaterial limitations lead to a form of inaccessibility. In these cases, formal democracy shows itself as a protective veil masking inequalities that are underlined by defenders of real democracy. Making real democracy possible is made even more difficult by current trends in democratic societies that evolves with great speed thus emphasising the differences in rhythm between the those with handicaps and others. |
