| Summary, etc. | RésuméCet article propose une étude des réformes de la fonction publique en Argentine et leur impact sur l’emploi public. Il examine trois périodes récentes: i) les réformes structurelles de 1989 à 1995; ii) la « deuxième réforme d’État » de 1996 à 1998; et iii) la première convention collective dans le secteur public en 1999.L’une des innovations les plus importantes de cette convention collective a été l’introduction de nouvelles normes de flexibilité du travail et la suppression de l’ancien système d’emploi à vie. Les négociations politiques et collectives ont pu être menées à bien par une nouvelle élite gouvernementale (le bureau du chef de gouvernement) et par les anciens dirigeants des syndicats de fonctionnaires – qui se sont forgé une nouvelle identité. |

| Summary, etc. | This article discusses public sector reforms in Argentina, and their consequences for public employment. It includes three recent periods: i) 1989-1995, structural reforms; ii) the so-called second State reform, 1996-1998; and iii) the 1999 first labor collective agreement in public sector. One of the major innovations of the latter has consisted of a new set of flexible labor requirements and the removal of the previous tenure condition. Successful political bargaining and collective negotiations have been led by a new governmental elite (the Chief of Cabinet’s office) and by the same public employees’ union leaders – but with a reshaped identity. |
